The creation of DIM MDT (Digital Information Model for Managing the Development of the Territory) of Nizhnevartovsk, Russia, for the needs of the administration.

The main components of the system:

  • MGIS — the core of the system as a repository of digital infrastructure;
  • 2D interactive map that visualizes the open 2D data of DIM MDT;
  • 3D portal that provides visualization of 3D data of DIM MDT and the operability of a part of the territory development management tools.

The solution

Geoscan carried out aerial photography of the entire city by using Geoscan 201, created a 3D model of the city with an area of ​​271 km2 and high-precision orthophotos. Its resolution was 5 cm/pix, and MSE in the plan was 9.3 cm. The data were processed in the Agisoft Metashape software. In cooperation with the Institute of Territorial Planning 'Grad' Geoscan took part in the further development of DIM MDT as a complex of interrelated methods, resources and technologies on the platform of the Municipal Geographic Information System (MGIS) in Nizhnevartovsk.


Based on the information received, Geoscan developed a digital platform for working with 2D and 3D data and for visualizing various data about the urban economy on the 3D model. The work was carried out as part of the development of the management system for the territory of the city of Nizhnevartovsk in combination with the adjustment of all types of urban planning documentation.

DIM MDT allows various departments to work with spatial data, place development projects and new buildings directly into the existing 3D city model. This helps to quickly assess the impact of the project on the whole urban development, check compliance with the rules for the use of protected zones and land development, exclude intersections and overlaps with other objects.

The 3D map shows objects of social and transport infrastructure of local, regional and federal significance, investment sites and elements of the planning organization. Portal users can select a filter and find a desired object, or find out what is located in a particular place in the city. Also, people express their opinion in polls, offer ideas, follow events and relevant information.

DIM MDT of Nizhnevartovsk, Russia is a database of area condition and its prospects of development. The main objective of DIM MDT is to provide unity of planning and running the territory. The 3D model of Nizhnevartovsk can be actively used to implement the 'Smart City' concept.
